Where do I locate hard money lenders in the state of Arkansas or near by and would experience be a huge problem when it comes to creating the partnership?

Is it worth fixing up (all properties should be fixed up before moving on to another to avoid repair costs later when you have more leverage) or is it worth selling in an imperfect state for less money (and harder with a tenant).

I am running into budget and financing issues with that strategy being here in NW Washington State. 

But in a state like Cali, you might be forced to get a professional remediator (probably should to be legal).
