I have heard of cases where some people make it work outside the rules/policies as it's difficult for the local govt authorities to enforce since they have a massive backlog. 

They moved out after their house was ready but disconnected the utility without authorization and when the water was turned back on it caused a flood situation and my insurance paid 40K for the claim. 

AQMD is the authority over this and fines are in the tens of thousands for violations.

Landlord must authorize all improvements in writing.Tenant may hang pictures on the walls using picture hooks only.

Any and all fees were expected to be on the settlement statement and that you would need to see where you authorized a separate and non-settlement disclosed fee.  

You can agree to a dollar amount they are authorized to spend on your behalf without having to bother you while you are enjoying your freedom as a RE investor.

I recommend reaching out to the relevant housing authority that you're receiving the payments from - there should be an assigned case manager for the property who will review all requests and increases, etc. 

You have the responsibility but do you have the authority?

I have heard that other Housing Authorities have a certain time of year (not sure of this is calendar or based on the lease term) that rent increases happen.
