I only read an article on CNN, so I might not be properly informed but this is what the article said: "1-- Create a new state misdemeanor crime of willful failure to complete or carry an alien registration document. 2-- Allow officers to arrest immigrants unable to show documents proving they're legally in the country. 3-- Ban so-called soft immigration policies at local police agencies and allow people to sue if they feel a government agency has adopted a policy that hinders the enforcement of illegal immigration laws. 4-- Prohibit people from blocking traffic when they seek or offer day-labor services on street corners."

I recommend starting out in a place that is pretty well established, has some tourist traffic, and is easy to get to, but still kind of up and coming and not too expensive.

There actually was a REAL scam where some disheveled person would offer to "clean" your windshield while stopped at a traffic light; actually, they wiped windshields with greasy filthy rags that left a totally smudged and undriveable windshield.

Also, it is very important to have more foot traffic into the property.

But you'd be going against traffic, if you had to drive south from there. 

More traffic.

I've heard of some good success listing with a bare-bones seller's agent that wants ~1% then listing 5% to the buyer's agent. 6% is the typical total commission in my area, so the seller basically bought themselves extra buyer's-agent foot traffic for a quick sale.
