For required periods of possession, the possession of one tax certificate or tax deed owner is "tacked" onto the possession of the next one(s), so that it just has to total three years in all, among all owners, to burn off judicial redemption rights.

All total, we spent approx 22k.  

Obviously I have insurance but still frustrating.

I have an applicant with a rental voucher for up to the full amount of rent, so 1700 plus additional income of 1788 for a total income of $3488.

. ($20K total out of pocket including closing costs).  

We never pay against a total amount of a project.

Before you believe you are a high income earner please take a look at your total picture.

Cost depends on scope of PSA negotiation, lender document review, LURA, any zoning issues, but budget .01-.03 of total project cost for legal.
