@Andresa Guidelli I have no experience in Philly... but in my market the alarm company contracted to service/maintain the alarm provides the monitoring service.

Usually if the tenant doesn't pay utilities they can't get a new account in the same area and it goes on their credit report preventing them from getting service elsewhere.

Once you get her into court, you may have to wheel and deal with her in mediation or she may even lawyer up with a legal services attorney.
