Unpaid Utilities in Virginia

Hey first time landlord here... also just had my first eviction.  Does anyone know how the law works for unpaid utilities?  From I can see it looks like the utility company is supposed to try to collect from the tenant, and then can subsequently place a lein on the property.  Is this correct?  Does this essentially mean at some point I'll be responsible for unpaid util bills?
