Here is an interesting article on the topic from 2019.Speaking of water, there is also a pipeline large enough for a VW Bug to drive down connecting downtown Phoenix with the nuclear power plant out in Tonopah (on the other side of Buckeye) and they reuse the purified waste water to cool the reactors out there.

So, if the owners of "A" housing refuse to lower their rents, there will just be a whole lot more vacancies at that level; conversely, if every level lowers rent rather than eat vacancy, the housing at the bottom of the barrel will suffer more vacancies, as those that can afford to move up, while those who would have otherwise occupied this housing still can't afford even that.

The other option is to go down the top ten list of areas to invest off Biggerpocket's list and pick a few of those to do the research on and plant on one that makes the most sense to you (you like going there, high returns, easy to commute to).
