If you’re familiar with Baltimore, you can utilize section 8 in the city or in the county....I have one in Essex and my sister has a condo in Perry Hall, both county, both have Section 8 tenants. 

@Maria Monica Vega as with almost any city there are areas with cube but that is not the majority of the area.

Not going to comment on most of your post, just the section I quote here.My family (sister, brother and myself) own a summer cottage in Massachusetts that is not insurable.
