As you point out, the person in question is not an expert in asbestos, but some line of facts such as "the house was so old it was horribly likely to have asbestos" or "other comparables in the area were known to have asbestos and there by the same construction company" or "There was a mention of asbestos in some chain of title that the landlord failed to see" or...... you get the picture.

As was previously mentioned, "quality tenants" expect to have CHA in their units (and I don't blame them) which will make your life easier in the long run.I was in the same boat as you in 1997 with a duplex I own.
