There is also a large amount of freshly cut fire wood in one of the buildings, and the property doesn't have any wood burning devices.  

Mismanagement of trust fund money is a big deal & licenses have been revoked, suspended or sanctioned when mismanagement is proven.

This may sound like a silly question on BP but I'm having to start fresh with a new tenant.

When I do my bills, I don't have to go to dozens of files to file the bills away, I just file them in one bill file for the month, and when the month is finished, and I start a fresh file the following month.My boss at the non-profit was annoyed at first I organized my files this way as she was used to vendor and customer files.

A fresh coat of paint and some new landscaping might work wonders, whereas new windows could cost a bit more and not appear to be as big of an improvement to current or future tenants. 

If the purpose of painting the unit is to make it fresh and "new" for a new tenant, why would a landlord paint while the current tenant is still occupying the unit? 

In some cultures leaving a door or window open for fresh air, even in winter, is common.Actually the list of cultures with open window and open door behavior is quite extensive.

I'd dry the carpet by putting in a fan, open the windows, and let in fresh air.
