Then simply state that you've already explained to them that you do not want vacancies at that time of year, that starting a new lease in November if you do happen to find a tenant in Nov or Dec puts you at a huge disadvantage as you'll have to sign shorter or longer-term, not one year, to correct the timing issue, creating more difficulty for you all around.

Your tenants will not likely be able to afford it and may have difficulty getting to a store to purchase  blinds and get them home on the bus and then they probably won't have to tools and/or skills to install them.

(great timing).Tenant 1 (longer-term tenant), complains of difficulties, verbal arguments, and wants the newer Tenant 2to leave (I found out today, Tenant 2 verbally agreed to pay Tenant 1 a portion of the rent payment with Tenant 1 paying the full amount to me).
