I feel a bit helpless when I see a run down property with potential (usually listings in Bethlehem) because I'm not equipped with the team needed to fix it up for optimal rent and eventual refi (I am a buy and hold investor). 

No matter where you decide, it is make or break to have your team and one where your core team member, your real estate professional, can connect you to the contractor(s) you need, the property management groups, and lenders who are best equipped to help you when you are operating mostly passively.

You say your other properties are ok which tells me it isn't the heat itself but that this property is not equipped to handle it.
