Pulling out cash to pay interest is not a wise move unless of course the tenants had paid down the debt which in this case they haven’t. 

Of course landlord is not interested nor would ever consider using someone they recommended. 

Of course, as long as the property is rehabbed well and the refinance LTV covers the hard money balance owed.

Consider factors such as the property price and financing, income and expenses, cash flow and return on investment (ROI), market trends and demand, future appreciation and exit strategy, and seek professional guidance.

Of course that will all depend on HOA rules.

And if that wasn't bad enough then I paid a leasing agent to find a quality tenant, and of course this tenant paid only once, in Sept. 

Does he have a used course being sold on ebay?

Of course that is qualification dependent, just throwing that out there though to look into the difference!
