Need to remove PM who might be related to the tenant

Hello, I have a friend who has a home in San Jose,Calif. It is being managed by a PM who is not very good. Currently the tenant is section 8. The housing authority came by and did  a walk through. There are several items that need to be fixed. If not fixed the tenant's Section 8 may be in jeopardy and my friend the landlord will lose a tenant, possible get fined. The PM is not very responsive and neither is the tenant. Tenant is not  cleaning up the property. My friend understands he needs to fix few problems.  He wants to fire the PM and remove the tenant as well. He suspects there is some kind of relationship between the two which put  my friend the landlord at a disadvantage. The rent is well below market rent.  How easy is it to remove the tenant who happens to be sections 8 and not complying? The PM said 6 months which I think is outlandish. I know CA is tenant friendly but even section 8 tenants must comply.  The PM and tenant might be related.
