If that wasn't the case every criminal and money laundered would simply open a business account to hide their identity from the government.Don't confuse them gathering your information with the account showing you as owner of the account.

They just would rather be exempt from it.They know there are users abusing the system, perpetrating all sorts of fraud, actual violent criminal actions, sexual assaults, robberies etc including tax evasion but fail to do what is necessary to thwart these issues.
