With the amount of development going on in 19146 and price points over 400k for finished new construction single family homes, developers usually snap up anything under 100k in any condition quick because that's about what vacant land is going for.

I've been working with relatives for years, worked with my old man for 22 yrs and pretty much the same with another cousin here in NY with our woodworking/construction business so I completely understand what you mean and where you are coming from but we've never experienced any issues in all those years even if we've had disagreements. 

He assisted me with my refi on my primary residence and now working on a construction loan for a investment property.

Make sure you run the numbers for what new construction residences are going for, and subtract out construction costs, cost to install utilities, developer profit, etc, and you can get an idea of what a developer would pay for the lots. 

So you will need to permit and construct these items on your end.

That is unless you have extensive construction and property management knowledge to take this one down. 

They can perform constructive eviction only if habitability requirements have not been met by the landlord.
