The way I see it, she still has occupancy, and I too would charge her too for the pro-rated rent until she performs the above.I know you want to get the unit up for rent, so do everything possible to get those keys and her belongings out of the property.

Everything I have built has been sold or rented before I had the certificate of occupancy. 

Possession of the Property and Inclusions will be delivered to Buyer on Possession Date at Possession Time, subject to the Leases as set forth in § 10.6.1.1. and, if applicable, any Post-Closing Occupancy Agreement.

Further, I would advise the tenant you are still willing to pro-rate rent to the last day of their occupancy, based on when the keys are returned to a specified person/location (what was your plan for this?).

You may want to adjust your number to 10 properties in 11 years (+plus) as your best case scenario if you plan on buying with Owner Occupant (OO) financing to obtain the lower rate, you will find yourself going past the required 12 month OO window so 10 properties in 10 years isn't possible.
