She is in need of cash because she told me she had to sold dirt cheap one duplex just to get money to fix her roof. 

The good flippers will have private money that is easier to access or even hard money that is just as cheap or cheaper without the hassle. 

I personally wouldn't touch anything in the 9th Ward with a 10-foot pole...I don't care how cheap it is.   

They have a house sitting there empty, figure they might as well make some money on it without putting much thought or effort into it, put it up for a cheap price hoping to may a quick buck - often in many cases never reinvesting a single dollar back into the property - and end up getting perpetually sub-par tenants.  

If you can get a property cheap enough, the cash flow can be quite good.
