I'm not interested in the slums, but I suspect that if you could buy up every house on both sides of a block, you could upgrade that block and get low income tenants who could not afford to move to a safer area.I also do not rent to undocumented aliens, but that is a customer base that is very low income and not usually involved in drugs or crime.
