@Justin Thind, by law you cannot take title to your new property before you close the sale of your old property in a 1031 exchange. 

Are there other issues like lack of venting, S-traps, etc which can be corrected without a complete replacement.

You can create "tenants" in apartments.com and charge them whatever you want so no issue there on renting by the room.
