I'm proposing that if the seller is willing, we get an appraisal for the market value of the property as is, and then let the owner continue to make mortgage payments while I renovate.

The fact that most of these (almost all) buildings are apartment rentals and not condos for sale, I believe the inventory of condos for sale will still remain low, and will continue to drive the prices up.
