I guess my question simplified is once it's designated, does the Homestead last the whole year even if the property changes hands?

Screen everyone and make sure they meet some minimum standards.Have an agreement specifically designed for a roommate situation because everyone will have private space and then shared space. 

I'd most definitely avoid all that fall under the historic banner in Fredericksburg - that's the only Fred-specific recommendation I have

As a LL though, I think I would follow many suggestion above and follow with a letter to conclude the discussion with area of disability identified and clearly noted that tenant is aware the unit/house is not design for compliance in anyway and finally tenant accepts as-is condition.
