To my western PA sensibilities, the market in NH seemed to be prohibitively over-inflated, but I ended up unintentionally flipping my primary home up there for a decent return. 

Western plateau, ridgecrest, Olsen and possibly paramount neighborhoods all come to mind.

I have been doing research and trying to find a property in north western Philadelphia-Overbrook and Wynnfield nieghborhoods that is either a single family or 2-4 unit residential rental for under 250k.I want a property to get me at least the 1% rule for rent.

However, there continues to be a shortage of available homes for sale, and the homes that are for sale are priced on the extreme high side or are going into escrow in a matter of days, resulting in a need for rental units.A business partner of mine just recently purchased a 3 family in Western Massachusetts, remodeled kitchens bathrooms and re did the wood floors, ( all affordable renovations), and increased his rents by over 19%!!!!
