All of the interior surfaces (drywall, flooring, most trim, lower cabinets etc.) need to be removed, the house needs to be dried, everything needs to be sprayed to kill any mold, and surfaces need to be replaced.

If there are other areas prone to weeds or whatnot, I will sometimes weedwack or spray for weeds a couple times a year just in the normal course of being at or near the property.

If you have multiple wythe of brick, you should be able to either affix 2- 4" (in layers of 1", 1.5" or 2") of foil faced polyisocyanurate rigid insulation (tape all seams and stagger the seams of each layer), or spray the inner surface with 2 - 4" of closed cell spray foam insulation.

don, just remembered..another option is you can have an insulation company spray it..it gets very expensive though..for me, it was like 2000 bucks i think for a 300 sq ft basement room..there's all types of unconventional insulation methods..they just usually cost more..i'd call the inspector and see if he's cool with the dow board..4x8 sheets are 10 bucks at lowes and you can layer them on top of eachother..at least here you can, to get the proper insulation R value
