In general, its a very conservative mindset (conservative relating to resistance to change as opposed to politically speaking)As far as regulations go, I'm not surprised at all that you can't FSBO more than 5 homes per year, WI has also been known for many years as a state that LOVES to regulate everything!!

if the house were heated with a heat pump and it gets cold , the emergency heat kicks in , its resistance heat , same as electric baseboard .
