Why would you be asking for advice in light of the fact that the lease seems clear.There is no point in bothering to have a lease if you have no intention of enforcing it.Your lease clearly state that if a dog is found on the property you will impose a $35/month fee retroactive to the start of the lease.

Maybe part of my wanting to move markets is due to what is happening in Seattle with the government imposing ridiculous rental regulations (ie. $14/night AirBnB tax, and letting renters pay their deposit over the first 6 months of the lease, among other ridiculous laws), as well as increasing my property taxes 25% this year to pay for their wasteful spending, versus a more conservative government in Phoenix garnering less property tax and more relaxed rental rules.

When working with a commercial developer our goal was to negotiate contracts with vendors to cut expenses, constantly negotiate leases to make sure we were always at the top of market rent, and keep up on maintenance to cut down on unnecessary expenses on the property.
