Other areas have county administrators, these admins are non-profits and they are usually engaged in other social activities, housing assistance, utility bill assistance, health and welfare matters, education, credit counseling, etc.

The only exception was health and safely. 

I recently retired from my occupation due to health issues and would like to get started in real estate investing.  

Depending upon that, and your financial health I would just recommend hanging tight and adding another avenue of future income.
