Pay attention to the area of your quote that I put in bold for you.

When people make bold claims about being the best they generally don't use words like "we're hoping."  

I bolded it because it's all that really matters. 

If it is offered as stated in the note, that then takes the flavor of non-recourse financing and that can be predatory dealing (without a borrower realizing future consequences).
