Mediocre tenants are a pain and unfortunately most landlords once they get a tenant are adverse to terminating them.Best policy is to only offer M2M automatic renewal lease with the option for both parties to terminate/non renew with 30-60 days notice.In your case neither of your applicants seem to be the best choice so you need to keep looking.

It's good size - 1.67 acres, I'm 99% sure there were no encroachments.The B-II Requirements includes a clause:  "Any encroachment, encumbrance, violation or adverse circumstance affecting the Title including discrepancies, conflicts in boundary lines, shortage in area, or any other facts that would be disclosed by an accurate and complete land survey of the land, and are not shown in the Public Records."

The drop in his scores is a result of late or missed payments... and if a foreclosure action has been initiated, the foreclosure will exact an adverse impact on his score.

My guess is the the trendy hipsters that the downtown area is trying to attract may start buying and renovating in this area as things improve.I am not risk adverse, and I know that the rougher area will have clients with special needs, so I am aware that it will require more of my time on the management side.

It's called the Fair Credit Reporting Act, and it requires that you get tenant consent and notify them if you plan not on renting to them because of something in their report ("Adverse Action").
