Mediocre tenants are a pain and unfortunately most landlords once they get a tenant are adverse to terminating them.Best policy is to only offer M2M automatic renewal lease with the option for both parties to terminate/non renew with 30-60 days notice.In your case neither of your applicants seem to be the best choice so you need to keep looking.

The local area may simply be immune to the smell causing little adverse effect.

My guess is the the trendy hipsters that the downtown area is trying to attract may start buying and renovating in this area as things improve.I am not risk adverse, and I know that the rougher area will have clients with special needs, so I am aware that it will require more of my time on the management side.

It's called the Fair Credit Reporting Act, and it requires that you get tenant consent and notify them if you plan not on renting to them because of something in their report ("Adverse Action").

I am not completely risk adverse, but I certainly don't want to invest in an area where I will have to deal with high levels of eviction, poor tenants, etc.
