From what I’ve read on BP, the city of Alexandria seems to be friendly towards STRsI would then also potentially rent out one of the upstairs bedrooms as a MTR or LTR.

Once you graduate and have a steady income, consider house hacking as a beginner-friendly strategy—buying a small multifamily property, living in one unit, and renting out the others to offset your mortgage.

You don’t have to be aggressive about it but maintaining friendly contact can go a long way.

Asking for a friend who was told by his PM (reputable) to ignore it and that most investors don't bother to get their Grandview properties inspected/registered with the city. 

My first impression is that your numbers in the current economic climate seem a little rosy.I also have friends that are builders and I try to stay in touch with them on costs as we mostly do "to the studs" renovations when we buy a place. 

Brokers are your best friend as we have the entire industry at the palm of our hand and usually save you time & money.
