@Cedric Van Duyn it depends on what you suspect, if you think they are cooking meth then arrange for inspections routinuely so you can identify issues as this will greatly impact neighbors and you because of chemicals used.  

For me, it depends on the timing of the meetings, and my availability to attend the meetings due to me still working my 9 to 5 on top of doing the real estate investing gig on the side.

It really depends on your personal goals and resources.I have personally used the BRRRR strategy on all but my first purchase and it has allowed me to scale faster than I would have been able to otherwise.

I think it depends on your market. 

But the car is dependent on if you are family of six or are you a single person.
