Some HOA's self manage so why are you in a rush to jump in bed with another loser?

You can go ahead and try to get the ball rolling with rezoning while simutaniouly marketing for sale.

Even if they want you to pay closing, you can play the good guy and do that, but negotiate a lower commission so that you still come out ahead.

You have to get AHEAD of the pricing curve meaning in the lowest to 50% range of the listing prices  to be one of the best values in the area that is selling.

Yes, the commission is $8470, but did the seller still come out ahead? 

Even if it takes half the money to pay the taxes, I will still be a couple grand ahead.
