You gotta think the ones selling right now either have a loan maturing soon, have identified an "up-leg" they want to trade up for, or are spread to thin and need some sort of a liquidity event.

I've heard of people getting some sort of "portfolio loan" where its one big loan that has multiple properties as collateral. 

Also, Costa Rica is notoriously known as being a very hard place to get any sort of permits and that's another reason why I prefer countries like Mexico and the Dominican Republic.
