So, send him written notice of violating section x x of the lease - violence on the property, AND make sure you also note something in there for violating the section of your lease that requires he maintain proper noise levels.

Some other banks I've tried (Citi, BofA, CapOne, etc.) all have call centers abroad mainly and it's like I'm speaking in a different language when I try to explain the issue I'm call about (nevermind the background noises on their side).
