I am not aware of such a change; I have seen that the departing governor has signed several bills pertaining to real estate, but nothing to that effect.  

Students are in a unique situation between government agency missions, they are not "productive" and available for work, nor are they unable to work fitting HUD's main mission and state government and departments of education bear student housing responsibilities.
