Seems unlikely (and I am not even the slightest clue of the legal implications/structure of such a deal) but could be worth looking into.  

The fact that he is making his own referral, only shows he has NO clue on how APS referrals work, and only shows he is attempting to intimidate you with bureaucratic agency initials.If your tenant had needed a Fair Housing  accommodation to use medical MJ due to anxiety, it is on the tenant to provide a request for the accommodation before violating the lease agreement.

Their application does not have a question about previous fire damage to the property. ...They will get a CLUE report, and it will tell them all past claims on the property within the time period of interest.

in resi real estate with people buying their first home or making a real estate transaction that they may do 2 to 3 times in their entire life.. they simply don't know what all the folks on BP know .. that's why we can say hey this is easy why don't we just cut out brokers.. well because 95% of the public its not easy they have no clue and they need guidance.
