I encourage the neighbor to file a police report if the situation doesn't improve.

Teachers, police officers and firefighters are not poor by US standards.

My in-building neighbors there did drugs, didn't pay regularly, and the guy upstairs wore a police leg parole gps tracker.

.  :-)Seriously though, if he was living there before with the permission of the previous owner, then he's not really a trespasser and the police likely won't get involved. 

My new tenants moved in a week ago , got robbed yesterday, in the middle of the afternoon and nobody seen anybody . police were called but couldnt lift any prints.

I learned by the police, don't do that either because it can be perceived as breaking and entry or at the very least unlawful entry.

She would never own the property, would always have to follow rules set up by others, and pay them to police and enforce rules probably already paid for in her taxes.

To follow up with my original story, I'm told the state police were at the house to investigate the dead dog later that evening.

@Hattie Dizmond Kristine Marie Poe   I found a Request for Confidentiality form and it appears to only apply to :Police Officers, County and Federal Judges, Prosecutors and Victims of family violence and such to have their information removed which makes complete senseHattie- Was this what you are referring to ? 

Have you talked to the police about the area?
