ThanksThere's nothing wrong with a tenant requesting assistance as long as they are communicating with you and making the effort to keep up on rent and responsibilities. 

If the other two can qualify financially without her, that's easy - just make her an authorized resident but not financially responsible.

I’m in the process of switching several of my buildings over to individually metered propane heaters so the tenants will become responsible for their own heat costs and more accountable in their waste of resources.

The Joint Venture spells out responsibilities and how profits will be distributed.  

Completely agree with Greg Scott's clear response, the signed lease is legally-binding.

Your VA's greatest value isn't in setting the appointment IMO, its to find you the most responsive and motivated people you can start a conversation with.Let me know if this helps.
