Not allowable to charge for utilities in Delaware if they aren't separately metered so make sure you check.

Have you looked into other submarkets like Newark, Lancaster, Marion, Delaware, Bellefontaine, Dayton, or Marysville?

Sure is chargeable to the tenant in Delaware if you have it in the lease.
