Atleast here in Chicago 99% of deals don't cashflow but there is so much supply that if you watch the mls for a month you can find 5-10 deals that do cashflow well.

Perhaps just negotiate where you only need flood insurance for the loan balance, but then you realize it will likely go to pay off the loan if the damage is so extensive that it would cost more than the insurance amount to fix any issues.
