You're right in that it is easier for agents to locate the foreclosures as we have access to the various systems where they are listed and we are excluded from any 'advertising bans' of their status, so if you're looking to pursue them you should definitely connect with an agent.

Many of the Down Payment assistance programs for repeat and first time homes buyers were all most pulled recently (there are Non-profit orginizations that offer this type of assistance for a nomial fee to pay their workers) due to the fact that HUD and FHA questions their Non-profit status!
