If the property has three bedroom and two full bath then just go ahead and do a nice neutral paint job, get $10 sq. yard carpet (apartment grade installed price), make sure all appliances and HVAC + water heater is working well and list it for rent.

Damages come off the deposit.that is WHY you rip carpet and install laminate or somesuch on rentals, because many are slobs and will stain away.

Best practices include:Keeping it short -- the appraiser has a ton of work and will only spend a short time on any one propertyInclude notes on the comps that might affect the value compared to yours (old carpet, non-upgraded kitchen, pool needed re-surfacing, etc) Also notes on the variance in sales prices in neighborhoods for your case -- don't assume the appraiser will be local.Have a list of ALL upgrades on your property with pricesAnd in most markets the appraiser would rather go out further in distance than time -- they would rather see sales in the last 30 days if possible.Your agent can help with this -- I would make sure I did it on my property,as well, though!

Usually the PMs never get to the turnovers until at least 2-3 weeks after the tenant moves out then it’s another week or 2 of them doing the actual work & cost $$$ & Repairs..replacing carpet etc.

We let them pick the carpet colors and both buyers (it was a front/back duplex) selected BURGUNDY.We all agreed that we wouldn't install the carpet until 3 days before closing, just in case it didn't close.
