I read a case recently where Racetrac was denied on a corner site because a subdivision was too close behind with buffers and there was some kind of FHA buyer requirement where you could not get a loan too close to a gas station for a house.

Based on initial scoring they are denied, continue tot he next round, or get put in a holding pattern (slow/no progress, wait and see).
