One thing worth noting - the main method in Seattle for code compliance is neighbor complaints, so its typically a neighbor, not the city itself, that flags unpermitted units. 

(B) The service of notice pursuant to section 5313.06 of the Revised Code constitutes compliance with the notice requirement of division (A) of this section.

So, for state tax compliance (typically) you will want to have your overarching business entity in the state in which you reside and file your state taxes.Secondly, you would want sub LLCs to own properties, with the LLC being formed in the state where the property(ies) is/are located. 

The compliance items are always super tricky when you are dealing with the village, and the electrical items especially get expensive quickly.

To highlight the basics of DD, we like to break those up into 4 areas: financials, initial walkthrough, compliance, and paid inspections/services.We like to begin with the items that require just your time, but not money.

That said, when I called and emailed about such compliance, I was told to talk to my CPA. 

I have to say @Ken Rishel has given some great information for MH operators and recent compliance matters, many probably benefit more than they realize as staying legal isn't really putting money in your pocket, but a penny saved is a penny earned and his advice could easily save others tens of thousands of dollars, maybe more. :)

And I don't have to know anything about fair housing or be concerned about compliance or lawsuits.
