If you have decided that REI is the route that you want to go, then doing your research and getting to know as much as you can is the best solution.

Would LA DWP offer a solution? 

Late payments, non-payment, foreclosures, monitoring draw schedules and confirming progress, etc.Then you get to syndications, which are passive, but likely only yielding 5-8%, so you are back at 15-24k/yr of income.

Neither solution is likely financially feasible.
