His company sells "luxury" property off the plans for wealthy migrants and apparently anything else is "social housing" renting to the lowest of the low of society. 

This is normal as the Luxury market usually chills out in the summer time – causes price per sf to come down seasonally.This is not a crash, it is a correction.

I'm open to about anything right now, but being as I don't have the luxury of decades to grow a business, what can I do to get myself established quickly?

I would also add building wifi ...I just did that and tenants loved it..especially if they are poor and can't afford the luxury...Cost $60/month and they can all get on and enjoy unlimited high speed.

Even though there is plenty of housing (my husband rented an apartment that was in a mostly empty complex while we were house hunting), the area on Oak Street before Broad is turning into "luxury" apartments with rooftop pools!
