I and another investor bought 2 properties on the same block and started making them cute, then the neighbors came down and thanked us for making the neighborhood better....the whole block started to take better care of their properties.. 

An investor agent or STR agent should be able to advise you on the specific areas that perform great.Regarding property manager, are the properties you're looking at luxury? 

@Kunal Lakhwani I have not heard of them, but I would definitely ask them how many out of state investors they are managing for.

To find a good deal you can look on the MLS for value add opportunities, network, and work with a good investor agent.

It is a legitimate way for them to make money off of inexperienced investors.

@Ryan Paltridge I have helped 3 BiggerPockets investors buy 4 STRs in Scottsdale in the last 12 months.My recommendation would be to concentrate on zip codes in popular locations that also have more non-HOA options.These would be 85251, 85250, 85257 for options near Old Town.

I will be moving to the Northern Virginia/DC area in a couple of months and would love to meet investors from the area as well as a real estate agent, insurance broker and/or attorney familiar with LTR/STRs.
