@Gregory JayI don't wholesale but I did recently interview someone in SF who wholetails - aka. he buys at a discount then works with an agent to sell to a retail buyer (ex. a family moving into property).

I would further argue that a 3.6% CAP rate is terrible in any market, but I recognize that some "investors" are really "speculators" and don't care about cashflow and have all of their eggs in the appreciation basket.I'm not familiar with any market in which a small multi-family property would be considered even a mediocre investment at a 3.6% CAP rate.
