The "cost" of vacancy is an operating expense and should be borne by the enterprise as a whole, from reserved funds for that purpose.

Even the California guys born and raised who I work with see some of the homes and wish they could move here just for the open space and beauty.I definitely think this is the state I’d like to own property in in the near future.
