You can do your application in person with pen/paper or there's a number of services that help you accept fully electronic applications these days too.

Bank transfers are typically online where the tenant sends funds electronically to you if your bank offers the service.  

And I would question this from the stand-point of wanting to make sure that all is well with the unit and its appliances / devices, etc...

I'd be concerned about liability over damaged electronics from your original wiring comment.  

Real estate contracts must be in writing - but, you can create one with electronic communications back and forth.
